Hello! Nice Application.
As i see it in your application, i see that you have focused more on purple gear than %hit gear. Which i'll have an assessment that you are prioritizing purple gear instead of BiS-preraid(%hit) gear(bloodvine etc). that meaning that you don't really have an understanding of your class and items/gear for it. Because alot of the gears you currently have are worse than Blue-gear.
4% hit is way too low (its enough for PvP but not PvE). if you atleast have Bloodvine you will get +4(-1 from your Zandalar robe)= 3%hit => you will have a total of 7%hit which is "okey", but atleast better than your current gear, if you're aiming for PvE.
your Hexxer's Cover can easily be changed to UBRS's (using votepoints or just doing some UBRS-run) (Spellweaver's turban) = 1%hit + 36spelldmg : giving a total of 8%hit(making the asssumption that you have bloodvine).

and as we're currently Progressing Naxx you'll have to get more hp (kinda hard with bloodvine set, which kinda contradicts my earlier statement). so some ppl have 1hit gear and 1stamina gear. depending on boss.

and you'll have to make ~170 NR gear for Vicidius, with a frost wand.
and hell lot of NR, SP pots and hell lot of stamina-buff consumables.

Otherwise it was a nice application, but not my call! you have to wait for our CL(ie) to tell you some holy warlock wisdom ^^

We can't really take you in before you have a good enough NR set. Get the Sylvan set (Head, shoulders and chest) plus Gaea's embrace with NR enchants. That and a frost damage wand. Contact me when you have done this.
